Protokół czasu wojennego czy adaptacja kryzysowa? Przemiany ukraińskiego protokołu i ceremoniału dyplomatycznego po 24 lutego 2022 roku

The article analyses the transformation of Ukrainian diplomatic protocol after 24 February 2022. Its aim is to determine whether the changes taking place in Ukraine’s state practice should be understood as an ad hoc crisis adaptation or as the emergence of a more durable model of wartime protocol. The point of departure is a reconstruction of the legal and institutional foundations of Ukrainian state protocol. The article then discusses the main manifestations of change following Russia’s full-scale invasion of Ukraine: the subordination of ceremonies to security conditions, the partial informalisation of official codes, the transformation of the topography of state memory, and the closer alignment of protocol with strategic communication. The analysis is based on a qualitative case study drawing on normative acts, official communications issued by the Office of the President of Ukraine, and media reports. The article argues that the changes are not reducible to crisis adaptation, but rather point to the emergence of wartime protocol as a category analytically distinct from crisis protocol. Its full conceptualisation, however, requires further research – both because of the ongoing Russian aggression and the lack of normative consolidation of the observed changes, and because the number of comparative cases remains limited.
